Duties and Responsibilities
Under the overall guidance of the Global Fund Programme Manager and the direct supervision of UNDP/GFATM HSS Programme Specialist and the Head of Planning, Policy and Research Department of the Ministry of Health, the consultant is expected to undertake the following tasks:
In consultation with, and guidance from the planning directorate of the MoH, the consultant will review and update the document of health facilities standards;
Based on the review of the service packages and a mapping exercise, the consultant will analyze existing situations and identify gaps in the health service provision and resources;
Based on the service packages review, s/he is expected to develop a comprehensive planning framework, templates and report;
Based on this in-depth review and analysis, the consultant will guide the development of a 5-year investment plan and budget for each of the fifteen northern states of Sudan and the Academy of Health Sciences.
The five-year investment plan should also outline requirements in terms of rehabilitation and/ or construction in case of new health facilities, equipment and technology and the human resource implications that will result in a well-functioning health system.
The consultant will guide a prioritization exercise of health facilities for rehabilitation and refurbishment, including equipment of laboratory facilities.
The consultant is expected to present and discuss the results of the analysis and the proposed investment plan with relevant stakeholders, including MoH health departments, civil engineers, bio-medical engineers and others.
Competencies
Strong analytical, communication and writing skills
Highly pro-active and ability to work without close supervision; and
Robust understanding of the context of Sudan including its Health systems, Policies and guidelines is an advantage.
Good working relationships with governments and UN agencies and people
Fluency in English (written & spoken).
Required Skills and Experience
At least masters degree in business administration, Public Health or in other related fields
Minimum of 7 to 10 years of experience in programme design, strategic planning, health systems assessment, costing and other experience in a public health sector
Strong track record of research and writing skills;
Demonstrated knowledge and experience with statistical methodology and data analysis, including usage of relevant computer software packages.
