Competencies
Profound knowledge and competence in UN system approach to gender and human development;
Adherence to UN principles;
Experience in participation in international gender conferences, assemblies and adequate skills for gender research will be an asset;
Experience in cooperation with governmental structures, international agencies, NGOs;
Previous experience in cooperation with UNDP and experience in studying gender issues in Ukraine or other Eastern European countries will be an asset.
Excellent knowledge of education system of European countries;
Proven track record and experience in gender-related work;
Sound experience in gender training, ability to lead dynamic gender training sessions, and to develop appropriate strategies to deliver the required training;
Strong support of gender equality;
Excellent writing and presentation skills.
Required Skills and Experience
Master’s degree in education or humanities and at least 8 years in gender analysis and training;
A minimum of 10 years of professional work experience in the field of gender equality;
Proven track record of extensive professional/academic experience in gender mainstreaming in the education sector.
Excellent lecture and trainer skills;
Sound experience in gender training, ability to lead dynamic gender training sessions, and to develop appropriate strategies to deliver the required training;
Excellent knowledge of English;
Working knowledge of Russian/Ukrainian;
Microsoft Office proficiency.
Selection Procedure
UNDP will utilize a two-stage procedure for evaluating applications, with evaluation of the technical proposal being completed prior to any price proposal being compared.
A) The technical part is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Namely:
Educational background (5 – Master’s degree in education or humanities; 10 – advanced degree, PhD degree in education or humanities) – 10 points;
Relevance of the experience in the field of gender equality (30 – 10-12 years; 40 – 13+ years) – 40 points
Specific experience in gender analysis and training (15 – 8-10 years; 20 – 11+ years) – 20 points;
Language Skills (5 – only English; 10- English and Russian/Ukrainian) – 10 points
Relevant experience in cooperation with governmental structures, NGOs, UNDP, other international agencies (10 – one of the listed organizations; 15 – governmental structures, NGOs, other international agencies; 20 – governmental structures, NGOs, UNDP, other international agencies) – 20 points;
UNDP will consider the price proposals only from the candidates that passed the minimum technical score of 70 points of the obtainable score of 100 points in the evaluation of the technical proposals.
Technical evaluation will be represented though the desk-review of applications and further interview of short-listed candidates.
The offer with highest scores obtained will receive a technically weighted score which will equal to 70. All other submissions that passed the 70 points threshold will be evaluated as per below formula:
A = T / T high*70, where:
T = The total technical score awarded to the bid,
T high = The Technical Score achieved by the bid that was scored highest among all responsive bids.
B) Financial evaluation:
UNDP will contact the successful candidates (those, who obtained 70% out of the 100 points during the technical evaluation) subject of providing the financial offer for proposed specific vacancy.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
B = C low / C*30, where:
C = Evaluated bid price,
C low= The lowest of all evaluated bid prices among responsive bids.
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal (A+B) will be considered as the most compliant offer and will be awarded a contract.
