IT for Change, a nonprofit organization located in India has announced a call for pre-proposals under its Gender and Citizenship in the Information Society, an Asia-wide research program organized with the support of the International Development Research Centre (IDRC). Individual researchers or research teams affiliated to a recognized and reputable institution can apply under this program. Selected grantees can receive funding support of $25,000 for a one-year proposal involving primaryresearch. The program is more relevant to “feminist centres of learning and research, including women’s studies departments, non-profit centres undertaking research for policy action, action research and global policy networks engaged in globalization and women’s rights lobbying from a Southern feminist perspective, and activist-scholars.” The program encourages developing country researchers in Asia to apply for the grant support. Research scholars from other regions can also apply provided that they have previous experience of working in Asia.
The program has been developed for the purpose of interpreting women’s citizenship in the information society based on feminist multi-disciplinary approaches. It will “explore how the concept of citizenship may be useful to study the gendered context of the emerging techno-social paradigm. The opportunities and challenges for women’s equality and empowerment in the emerging context need to be framed in a nuanced way, juxtaposing the analysis of gender relations with the broader questions of development, participation and power. The Program is thus an attempt to build a theoretical framework and generate policy directions from the standpoint of marginalised women in the region. It will broaden the conceptual horizon about gender and ICTs, towards a politicisation and radicalisation of the ‘access-centred’ discourse so that the core feminist question about power, justice and equity can be addressed in its full implications.”

The objectives of the Gender and Citizenship in the Information Society: An Asia-wide Research Program are: to understand how emerging techno-social paradigms, shaped by new information and communication technologies (ICTs), recast the citizenship of marginalised women; to examine the challenges to and opportunities for women’s citizenship as they are shaped by new ICTs in relation to specific social and institutional ecologies; to propose ways forward for practice and policy in relation to information and communication domains that place women’s citizenship at the centre; and to build a network of researchers, scholars and policy makers on information society and gender issues in Asia.
There are key research questions that are sought to be considered under the submitted proposals. All submitted proposals are expected to cover any one or more of these areas:
• Citizenship practices leveraging new technologies and the renegotiation of women’s formal citizenship in local contexts
• New technologies, institutional transparency and women’s participation in local governance
• The trans-local nature of the public sphere and changing meanings of citizenship for marginalised women
• Gender transformation through digital media and emerging ‘local publics’
• Women’s citizenship, economic and cultural globalisation, social movements and new technologies
• National policy frameworks and institutional mechanisms around ICTs, with respect to women’s citizenship
• Gender, hegemonic masculinities and ‘openness’/’publicness’ of online spaces
• Interconnections between technology governance regimes (including Internet governance), ‘open technology paradigms’ and emancipatory feminist frameworks

Applicants should be either at doctoral-level or should have at least 15 years of experience. They should preferably have experience in the fields of gender and development, information society or digital media in the global South. They should also demonstrate their interest in feminist research. Preference is given to research teams but individual researchers can also apply.
There will be a research planning workshop at the beginning of the Program where Principal Researchers will participate. At the end of the Program, there will be another workshop where feminist activists and scholars will be brought together “strengthen networking for greater impact of the research in the region is also planned, subject to additional fund-raising. Through this initiative, the Program will also be able to establish partnership with “with reputable centres committed to feminist theory and practice such as gender/women’s studies departments, non-profit centres undertaking high quality research for policy advocacy, action research networks engaged in lobbying for women’s rights, and independent scholars. The Principal Researcher must be affiliated with an institution, called a ‘Support Institution’ with respect to this Program.”
To apply for the Program, pre-proposal applications have to be completed. Based upon the review of these pre-proposals, selected projects will be requested to submit full proposals by mid-May. There is an application form for the pre-proposal. The deadline to submit pre-proposal applications is 28 April 2010. For more information, visit the site above

4. Women PeaceMakers
http://www.sandiego.edu/peacestudies/ipj/programs/women_peace_makers/women_peacemakers/

Women PeaceMakers
Four peacemakers are selected each year to participate in an eight-week residency at the Joan B. Kroc Institute for Peace & Justice (IPJ), located on the University of San Diego campus in San Diego, California. The program pairs each peacemaker with a Peace Writer and a documentary film team to document her story and best practices. Selected candidates give presentations on their work both at the IPJ and in the San Diego community and have opportunities to exchange ideas and approaches to peacemaking and justice, increasing their capacity to participate in conflict resolution and peacebuilding efforts and in post-conflict decision-making.

Application Deadline: June 1, 2010

Qualifications
This is a program open to women who have been involved in either official or unofficial peace processes and who may be working at the grassroots, national or international level. We select women who have been active in efforts to secure a just peace, namely, through conflict resolution and civil society participation that is inclusive and honors human rights. Women PeaceMakers must:
• Have experience working directly in peacemaking and/or human rights efforts at a grassroots, national or international level.
• Speak sufficient English to relate personal experiences. Written English is not necessary.
• Be in a position to apply what is learned and/or to share with others at the conclusion of the residency program.

Documentation
Women PeaceMakers collaborate with Peace Writers and a film team to document personal stories through writing, video and audio recording.

Public Forums
Women PeaceMakers share their experiences of peacemaking and human rights advocacy with the local community through classroom presentations, visits to local governmental and nongovernmental organizations, small group discussions and other public engagements. Each Woman PeaceMaker participates in a formal presentation, in which her individual story is highlighted, as well as a group panel discussion. These talks are open to the general public.

Rest and Reflection
The program seeks to create a space for peacemakers to renew personal commitments to their work and to take time to reflect in a safe and nurturing environment that promotes new learning and an authentic exchange of ideas.

Program Cost
There is no cost for participation in the Women PeaceMakers Program. Airfare, visa expenses, lodging and health insurance are covered by the program. Peacemakers receive a stipend during their residency to cover living expenses and incidentals.

Lodging
Housing is provided at the Casa de la Paz, “The House of Peace,” on the campus of the University of San Diego. The Casa de la Paz is a private residence adjacent to the Institute for Peace & Justice that overlooks Mission Bay and the Pacific Ocean. Invited Women PeaceMakers have the opportunity to rest and reflect in this beautiful, peaceful and supportive setting.
